Participants must apply Shortfall funds to meet the program’s objective to improve the participant’s Months of Operating Reserve (MOR). The information collected in this form describes the participants’ strategies and actions to improve MOR and accountability towards financial improvements that HUD can monitor. The information requested does not lend itself to confidentiality.
