The information is requested to
establish the right of a voluntary guardian to conduct transactions
on behalf of a mentally incapacitated bond or note owner.
The reported burden decrease in
burden is based on an examination of forms downloaded from the
Fiscal Service website, the distribution of printed copies over the
past 3-4 years, and an analysis of service request data provided by
the program office responsible for processing such cases. Analysis
of recent activity indicates a decline in requests of this nature
attributed to the elimination of paper savings bonds and increase
of services offered in the TreasuryDirect system which does not
offer voluntary guardian registration. The decrease of 166 hours is
an adjustment in agency estimate for a total of 167 burden hours
requested.
