The average hourly wage for respondents has increased due to inflation and cost of living adjustments. This resulted in an increase in the labor burden per response, even though the response time remains unchanged. The number of respondents has increased commensurate with the expansion and growth of the National Industrial Security Program. This expansion reflects increased government contracting activity, new security requirements, and expansion of cleared facilities. This expansion has led to a corresponding increase in the total number of DD Form 441s and DD Form 441-1s processed annually, directly contributing to the overall increase in burden hours.
