The Substance Abuse and Mental Health Services Administration (SAMHSA) is requesting a no material or non-substantive change approval from the Office of Management and Budget (OMB) for (OMB No. 0930-0381) SAMHSA funded Evaluation of the Projects for Assistance in Transition from Homelessness (PATH) Program.


SAMHSA is requesting a non-substantive change to revise questions to align with E.O. 14168 Defending Women From Gender Ideology Extremism and Restoring Biological Truth to the Federal Government.


SAMHSA is requesting the following changes from the tools in “SAMHSA funded Evaluation of the Projects for Assistance in Transition from Homelessness (PATH) Program”. These changes will not impact the current burden hours:


  • Remove a response option “People who are Lesbian, gay, bisexual, or transgender individuals, questioning and allies (LGBT/LGBTQA)” for the question on “Which of the following populations have been designated as high priority populations to be served by your agency’s PATH providers?”

  • Replaced “gender” with “sex.”

  • Removed references to “transgender.”

  • Removed question regarding disparity impact statements.

  • Removed questions about Covid.

  • Removed references to Housing First.

  • Removed reference to USICH.

  • Removed “Permanent” from “Supportive Housing”.

  • Removed references to SOAR
