This is a program adjustment.
There are no new or additional label requirements. The regulations
requiring the labels appear in 33 CFR Parts 181 and 183 and 46 CFR
25.10-3. Any change to the required number, wording or format of
the labels would require notice and comment in the Federal
Register. In preparing this collection it was found that burden
hours decreased from 216,144 to 197,785 due to a lower number of
total boats manufactured annually by 100,000 units. However,
person-hours increased due to higher salaries of both boating
manufactures and associated equipment labor. Production costs also
ticked-up due to the increase in cost of materials, i.e. rivets,
labels. In order to estimate the numbers of boats manufactured
annually, we use estimates of annual sales figures published by the
National Marine Manufacturers Association (NMMA) Statistical &
Research Department. Economic changes during the last several years
mean significantly larger numbers of boat manufacturers and numbers
of boats sold. For example, compare the numbers of Manufacturer
Identification Codes issued in the years 2012-2014 to those issued
2029 – 2020, or the annual sales statistics for the years 2012-2014
to those for 2018 – 2020 (See
