SUBJECT: Justification to Upload the Correct Version of FNS-525 State Administrative Expense Funds Reallocation Report into the Currently Approved Collection for OMB Control Number 0584-0067 7 CFR Part 235 – State Administrative Expense (SAE) Funds.

The Food and Nutrition Service (FNS) is requesting a non-substantive change to OMB Control Number 0584-0067 7 CFR Part 235 – State Administrative Expense (SAE) Funds (expiration date of January 31, 2026) to upload the correct version of the form, FNS-525 State Administrative Expense Funds Reallocation Report, into the collection. The last revision of this collection was approved by OMB in January 2023. FNS has determined that an incorrect version of the form, FNS-525 State Administrative Expense Funds and Reallocation Report was uploaded by mistake for that submission. The title of the file for the FNS-525 that was uploaded for the renewal indicated that it was the revised version of the form. However, FNS discovered that the form which was uploaded was not the revised version but rather the original version of the form.

The FNS-525 form is used by State agencies to report to FNS on whether they received or requested reallocated funds. Most State agencies use FNS-525 to inform FNS that they will not request reallocated SAE funds. This form was originally estimated to take 30 minutes to complete. During the previous renewal, FNS decided to revise the form because it collected duplicative information that FNS determined could be retrieved from FNS financial data systems. Removing the duplicative information from the form reduced the estimated time to complete the form from 30 to 15 minutes. FNS explained these changes in the supporting statement for the renewal and fully intended to submit the revised form as part of the submission.

FNS would like to take this opportunity to upload the revised version of FNS-525 into the collection. Additionally, this will ensure that the correct version of the form is carried forward as FNS prepares the upcoming renewal submission.
