Justification for Non-substantive change request 0690-0040

The non substantive change request for this umbrella collection is to remove the submission template from the IC field. The original submission approval included the template in the supplementary documents section and inadvertently included the same document in the IC section, which immediately eliminated all the burden hours. This NSC is to correct that error. I simply removed the template from the IC field. This change request allows us to restore the originally approved burden hours for use of the collection.
