The Institute of Museum and Library
Services (IMLS) requests a renewal clearance for the 2025-2027 IMLS
National Leadership Grants for Libraries and Laura Bush 21st
Century Librarian Program Notices of Funding Opportunity under the
Paperwork Reduction Act. The information collection in this package
consists of the Notice of Funding Opportunity (NOFO) with
instructions necessary to apply for IMLS support as part of the
agency’s grant programs. The National Leadership Grants for
Libraries (NLG-L) support projects that address significant
challenges and opportunities facing the library and archives fields
and that have the potential to advance theory and practice.
Successful proposals generate results such as new tools, research
findings, models, services, practices, or alliances that will be
widely used, adapted, scaled, or replicated to extend the benefits
of federal investment. The Laura Bush 21st Century Librarian
Program (LB21) supports developing a diverse workforce of
librarians to better meet the changing learning and information
needs of the American public by enhancing the training and
professional development of librarians, developing faculty and
library leaders, and recruiting and educating the next generation
of librarians. In this clearance submission (3137-0091) and
justification, IMLS is requesting approval of non-substantive
changes to a previously approved clearance for the FY2026 NOFOs for
National Leadership Grants for Libraries and the Laura Bush 21st
Century Librarian Program, two discretionary grant programs that
support the Nation’s libraries. The current OMB approval expiration
date is 7/31/2027.
The change in burden is due to
salary increases, improved accuracy in calculating completion time
based on previous experience, and changes to application components
made to comply with revised uniform grants guidance.
